Towards the end of Keroh the President issued a Handate reminding the people of China of the validity of the provisional constitution pending the completion of the permanent constitution (the drafting of which is supposed to have been occupying the attention of Parliament during the past nine months) and reaffirming the legality of his position and that of the Government. This step appears to have been occasioned by Sun Yat-sen's return to Canton which took place about this time (see my despatch No. 164 of the 10th instant! and by the fear of the Peking Administration and their mastor:

the Chihli militariste that Doctor Sun might revive his claim

to be the lawful President and reestablish a Bouthern Govern-

ment. This, however, Sun Yat-sen has not yet done, confining

himself to claiming the vague title of Generalissimo and

appointing his representatives to the high executive offices

at Canton, partly perhaps owing to the fact that he has not

as yet established his position vis a vis the rival Southern

faction represented by the Kuangsi invaders and their leader

Shen Hung-ying.

The position in the South continuos indeed to be

extremely complex. Dootor Sun, somewhat sourageously it

would seen, returned to Canton while the Duangsi faction were

still in military control. At first it appeared as though

General Shen Hung-ying would be induced to withdraw by the

time-honoured Chinese methods of financial diplomacy, but in

the beginning of larch a new factor appeared in the situation

in that Ri Pei-fu and Ta'ao Kun (whom Sun's reappearance has

omand to draw together again) came out in open opposition to

Sun Yat-sen and demanded of their puppet, the Peking Govern- ment, the appointment of General Shen Hung-ying as Juli (the new tem for Tuchun, see paragraph No. 12 of my despatch No 124) of Kuangtung. This demand was of course connected with
